Content I. Staatsblad (State Journal)
Formal laws and Royal decrees (wetten in formele zin, algemene maatregelen van bestuur, koninklijke besluiten) and other acts such as the royal amnesty decisions
II. Staatscourant (State Gazette)
Ministerial decrees and texts which need to be published on the basis of provisions in formal laws, royal or ministerial decrees published by the central Dutch government, as appointed by the Minister of Home Affairs and Kingdom Relations, such as disqualification from driving, bankruptcy, administration, re-financing of debt and changes to prenuptial agreements
III. Tractatenblad (Treaties Bulletin)
Treaties concluded with other states or international organisations and decisions of international organisationsLegal basis The legal basis for publishing the Staatsblad and the Staatscourant is the Constitution, whereas for the publication of the Tractatenblad the legal bases are both the Constitution and the Kingdom Act on the approval and publication of Treaties of 7 July 1994 giving further explanations of Article 91(I) and (II) and Article 95 of the Constitution (Rijkswet goedkeuring en bekendmaking verdragen, 7 July 1994).
On 1 July 2009 the Act on electronic promulgation (Wet elektronische bekendmaking) will enter into force.Legally binding Paper edition (until 30 June 2009)

1.5. Drafting and publishing procedures
Text processing system - A special text processing system exists in the form of document type definition (DTD), which is used for primary and secondary legislation. All DTDs are documented, also grammar and XML outlines.
- XML editors are used.
Workflow Electronic transmission is generally not part of an integrated and seamless workflow (only for some parts of the official publications). Publishing - Editors of the Staatscourant are in charge of proofreading and editing the texts to be published.
- The minimum period between the reception of the draft by the publishing workflow and the publication is one day. A period of two to six weeks is involved between the reception of the draft of theTractatenblad by the publishing workflow and its publication.
- Until 30 June 2009: both the paper and electronic editions are derived from the same final text file and they are published at the same time.
