1.2. Details on the legal gazette in general
Content - Official section (Ofitsialen razdel): all legislative acts, international treaties and agreements, parliamentary documents, decrees, regulations and rules of the Council of Ministers, decrees of the president, decisions of the Constitutional Court, decisions of the Supreme Administrative Court which declare subordinate legislation incompatible with an act of parliament, presidential acts, rules, ordinances and instructions of ministers and normative acts of other state bodies.
- Non-official section (Neofitsialen razdel): individual administrative acts of ministers and heads of state and municipal bodies; notifications and announcements of ministries, other departments, academies, high schools and research institutes, municipalities; notices: calls for tender, competitions, concessions, public procurements, legal subpoenas and announcements; invitations to corporate general meetings, etc.
Legal basis The legal bases for the publication of legislation are: - the law on the state gazette (Zakon za „Darzhaven vestnik“) of 7 November 1995, published in Darzhaven vestnik No 89 of 6 October 1995; latest amendments to the law establishing the online edition of the Darzhaven vestnik were adopted on 31 January 2008 and published in Darzhaven vestnik No 16 of 15 February 2008;
- the regulation on the organisation and activity of the National Assembly;
- the internal rules of procedure of the National Assembly.

Format description PDF Authenticity A chain of trust (both the sender and receiver are known) is used as a measure for guaranteeing the integrity of the workflow and the authenticity of the (electronically) published text. Archiving No legal provisions for the archiving of electronic editions of legislation or electronic official texts in general exist, but the editorial office of the National Assembly intends to archive published issues. Access via N-Lex
(see Annex 2)N-Lex has not yet established access to the online edition of the Darzhaven vestnik (spring 2009). -

1.5. Drafting and publishing procedures
Text processing
system- Standard software is used for drafting and adopting legislation.
- The same system is used for primary and secondary legislation.
- Word templates are used and then converted to XML format.
Workflow There is no single integrated electronic workflow system for drafting, adopting and publishing legislation. Texts are transmitted electronically. Publishing - The editor’s office of the Darzhaven vestnik is in charge of proofreading and editing the texts.
- There is a minimum delay of one and a half hours between receiving the draft and the text being published.
- The paper and electronic editions are derived from the same final text file but are published at different times.
- A private subcontractor is charged with the printing services: Rodina SA Tzarigradsko Shosse 113 — 1784 Sofia Bulgaria
