General government (S.13)

2.68 . Definition:

The sector general government (S.13) includes all institutional units which are other non-market producers (see paragraph 3.26.) whose output is intended for individual and collective consumption, and mainly financed by compulsory payments made by units belonging to other sectors, and/or all institutional units principally engaged in the redistribution of national income and wealth.

2.69 . The institutional units included in sector S.13 are the following:

a) general government entities (excluding public producers organised as public corporations or, by virtue of special legislation, recognised as independent legal entities, or quasi-corporations, when any of these are classified in the non-financial or financial sectors) which administer and finance a group of activities, principally providing non-market goods and services, intended for the benefit of the community een00047.gif;

b) non-profit institutions recognised as independent legal entities which are other non-market producers and which are controlled and mainly financed by general government;

c) autonomous pension funds if the two requirements of paragraph 2.74. are met.

2.70 . The general government sector is divided into four sub-sectors:

a) central government (S.1311);

b) state government (S.1312);

c) local government (S.1313);

d) social security funds (S.1314).
