Purpose

To have information about a very important component of the human capital: educational level of the population. This variable is indispensable in the social analysis related to education, labour market, social inclusion... It is used for calculation of the structural indicators on educational attainment of the young people and on early school leavers. *

Implementation rules

Ø      Level is coded according to the International Standard Classification of Education (ISCED 97). The NEACs (National Educational Attainment Classification) provide the first information from individual about his/her educational attainment according to the specific national situation. They are a basis for recoding of national levels to the ISCED.

Ø      Persons with no education should be coded 00.

Ø      The expression "level successfully completed" must be associated with obtaining a certificate or a diploma, when there is a certification. In cases where there is no certification, successful completion must be associated with full attendance.

Ø      When determining the highest level, both general and vocational education/training should be taken into consideration.

Ø      Persons who have not completed their studies should be coded according to the highest level they have completed and should not be coded with a blank.

Ø      Code 30 should only be used in those cases in which a distinction a, b, c of ISCED 3 is not possible.

Dissemination

Due to the lack of comparability, a three level variable 'HATLEV1D' is used in most Eurostat publications: see derived variable HATLEV1D (3 levels)
