Purpose

To compare the ILO-based unemployment to registered unemployment. *

Persons not seeking employment are also asked this question. By putting this question to everybody it should be possible to better compare the unemployment figures derived from the survey with those from the unemployment registers.

Implementation rules

Ø      Information has to be provided for everybody of working age participating in the survey. It could be obtained directly from the claimant count register.

Ø      Only people who are registered at a public employment office as job-seekers should be coded 1 or 2.

Ø      For persons having declared themselves to be seeking employment this question should be the last in the section on seeking employment, as it is important not to give the subject of registration too much emphasis in defining the unemployed.

Ø      Since unemployment will basically be defined by the criteria of job search and availability for work the respondents' answer to these questions should not be conditioned by whether or not they are registered at an official employment exchange. It is expected that by following this rule the comparability of unemployment figures will be improved.

Ø      Persons who are in employment and who register in a public employment office to find another job should be coded 2 or 1 (for those who receive complementary unemployment benefits).

Ø      Benefits, in this context should be limited to allowances linked with unemployment status (not other social benefits).

Ø      The reference period of this question should be end of the reference week.
