The ONP Committee was originally established in 1990 under the ONP Framework Directive 90/387/EC, but deals with all issues arising from the other ONP Directives (e.g. on leased lines, voice telephony and interconnection). The ONP Committee meetings are attended by representatives of the Member States and the EEA countries as well as the candidate countries, including the independent national regulatory authorities.
The Committee exercises both advisory and regulatory functions. In practice, the Committee plays a key role in encouraging co-operation between Member States at a working level. It enables Member States to seek guidance and clarification from the Commission on particular issues which arise in implementing the Directives. The Committee is closely involved in the preparation of important elements of market regulation such as the Commission Recommendations on Interconnection, the annual Leased Line Report and the implementation of the Regulation on Local Loop Unbundling.

The Communications Committee (COCOM) has been established under the Framework Directive 2002/21/EC and assists the Commission in carrying out its executive powers under the regulatory framework for electronic communications and the Regulation 733/2002 on the .eu Top Level Domain. The committee exercises its function through advisory, regulatory and regulatory with scrutiny procedures in accordance with the Council Comitology Decision 1999/468/EC. The committee furthermore provides a platform for an exchange of information on market developments and regulatory activities

The Communications Broadcast Issues Subgroup operates as a sub-group of the Communications Committee (COCOM). The sub-group is to be a forum for examination of more complex broadcasting issues falling under the new regulatory framework for electronic communications, prior to discussion in COCOM. The output of the sub-group is intended to provision debate in COCOM and prepare the ground for consistent interpretation and “best practice” across Member States.

The Digital Broadcasting Expert Group was established by the ONP Committee on 4th October 2000. Its aim is to share good practice regarding the transposition of the TV standards directive 95/47 and to advise on technical, market and regulatory issues related to digital broadcasting, including digital radio with a view to promoting best practice. |

e-Procurement Ad-Hoc Group |

The sub-group was set-up to work on the Manchester Declaration, specificaly on the 'high impact services'. In collaboration with the the IST eGov unit, the eTEN programme will support and follow the ad-hoc group activity in 2006. The aim this year will be to refine the roadmap defined in the signpost document in Manchester, and to define possible pilots to be launch in 2007 within the CIP programme of DG INFSO. All activities will be coordinated with DG MARKT and the IDA group.

The implementation of the new regulatory Package involves the management of the new notification procedure provided for in Article 7 of the Directive for electronic communication services. Under the terms of this article, national regulation authorities are required to notify the Commission when they seek to define a new market and for each designation of an operator who occupies a dominant position. |

The Expert Group on Emergency Access has been established by the Communications Committee (COCOM). It gathers experts from relevant public bodies such as Ministries for Internal/Home Affairs, emergency response organisations and Ministries or regulatory bodies responsible for electronic telecommunications.
Its goal is to assist in:
(1) the Development of common European requirements for reaching and communicating with emergency response centre, and in the
(2) the Development of a common European emergency access interface, allowing emergency response centres to effectively use, treat and transfer the information provided to them via new technologies.

The RFID Expert Group has been established under the Communication COM/2007/96 of 15 March 2007 on "Radio Frequency Identification in Europe:
steps towards a policy framework". The Group provides an open platform allowing a dialogue between consumer organisations, market actors, and national and European authorities, including data protection authorities, to fully understand and take co-ordinated action on the concerns that have been raised in relation to the privacy and security issues in RFID applications. It will also support the Commission in its efforts to promote awareness campaigns at Member State and citizen level about the opportunities and challenges of RFID.

The Licensing Committee was established in 1997 under the Licensing Directive 97/13/EC, but is referred to also by the S-PCS Decision as well as the UMTS Decision. The Committee meetings are attended by representatives of the Member States, the candidate countries and the EEA countries, including the independent national regulatory authorities.
The Licensing Committee exercises both advisory and regulatory functions. The Committee is involved principally in the harmonisation of conditions for licensing and in the establishment of a one-stop shopping procedure as well as in discussing the need for harmonisation of spectrum. It is consulted (as an advisory committee) on the mandates which the Commission submits to CEPT/ECTRA and CEPT/ERC, and gives a formal opinion as a regulatory committee on final proposals for decisions on harmonised conditions to be applied in Member States.

The purpose of this group is to assure coherence of the work of the set of IST R&D projects addressing the Networked Audiovisual Systems (NAVS) technology area. It is the vehicle for information exchange between project participants insofar the Concertation and Clustering activities is concered. It contains all related information such as Concertation and Cluster meeting documentation, shared deliverables, documents related to events etc. This is a restricted area for the participating projects only.

The discussion group is composed of representatives from the European Commission, industry and research institutes, and is open to anyone interested in the subject.

The Working Group on Authorisations and Rights of Use operates as a sub-group of the Communications Committee (COCOM). The Group is set up for the examination and discussion of the authorisation conditions applied by different Member States to specific frequency bands and for the preparation of any implementing measures as well as identifying best practices in that regard. The Group may also be tasked by the COCOM with examining wider issues related to the authorisation of pan-European and cross-border services or other issues requiring a co-ordinated approach to authorisation. |
