Abstract: On 27 September 2005 the Commission adopted a Communication on Reducing the Climate Change Impact of Aviation (COM(2005)459). A key conclusion of the Communication was that aviation should be included in the EU Emissions Trading Scheme (ET ETS). Annexed to the Communication was the Terms of Reference for a working group to be set up under the Europena Climate Change Program to consider in further detail the modalities related to doing this.
Based on the Terms of Reference included in the Communication from September 2005, a draft work plan was developed and discussed with stakholders on the ECCP launch conference on 24 October 2005.
