The Blueprint to Safeguard Europe's Water is a policy response at European level to address the implementation issues related to the current EU policy framework (e.g. the Water Framework and Floods Directives) and to develop measures to tackle in particular water availability and water quantity problems. The aim is to ensure good quality water in sufficient quantities for all legitimate uses. The time horizon of the Blueprint is 2020 since it is closely related to the EU 2020 Strategy and in particular to the planned Resource Efficiency Roadmap. The Blueprint will be the water milestone on that Roadmap. However, the analysis underpinning the Blueprint will in fact cover a longer time span up to 2050. The Blueprint will: – Assess the implementation and achievements of the current policy while identifying gaps and shortcomings; – Look forward to the evolving vulnerability of the water environment to identify measures and tools that may be needed in several EU policy areas in order to ensure the sustainable use of good quality water in the EU in the long term. The Blueprint will synthesise policy recommendations building on three on-going assessments: 1) the assessment of the River Basin Management Plans delivered by the Member States under the Water Framework Directive, 2) the review of the policy on Water Scarcity and Drought and 3) the assessment of the vulnerability of water resources to climate change and other man made pressures. This Circa Group is used for the daily management of the interim information generated by the supporting contracts. Final reports and official papers are stored on the WFD Circa Group

This interest group is set for sharing documents and data related to implementation of Directive 2008/50/EC on ambient air quality and cleaner air for Europe, Directive 2004/107/EC and predecessors. Public folders includes principal documents related to implementation of Directives. This group, chaired by DG Environment (Unit B.2 - Biodiversity), aims at bringing together Member States' representatives and various stakeholders (including NGOs and scientific experts) to gather knowledge on the climate change-biodiversity nexus and to develop a strategy paper on biodiversity and climate change with a view to frame biodiversity and climate change policy for post 2010 including issues of Natura 2000 and ecological connectivity and the role of biodiversity and ecosystem services with regards to combating climate change.

ENEA Working Group on Biodiversity and Cohesion Policy i The informal European Network of Environmental Authorities for the Cohesion Policy (ENEA) brings together experts from environmental administrations and institutions, as well as environmental European NGOs. The Working Group on "Cohesion Policy and Biodiversity" aims to develop strategies on how to adjust more efficiently policy planning and integration objectives for nature and biodiversity, and how to fit these objectives into the post 2010 EU strategy and renewed targets. The group continues the work carried out during 2007-2008 by the former Working Group "Cohesion Policy and Natura 2000," introducing new targets and tasks with emphasis on the follow-up of the biodiversity issues in the current financing period 2007-2013. The Working Group covers co-ordination aspects among various funds (ERDF, ESF, EAFRD, EFF, LIFE+, etc.), differences in the approach of integration needed for different Member States, as well as the role of indicators and cross compliance in the allocation of the various community funds.

The informal European Network of Environmental Authorities for the Cohesion Policy (ENEA) brings together experts from environmental administrations and institutions, as well as environmental European NGOs. In order to reflect changing information needs on key environmental policies and fund management issues, ENEA can set up ad hoc working groups with the aim to share knowledge and experience and to provide guidance to national networks of environmental authorities, programme management and environmental partners. Working groups have been set up for example for themes like: Climate Change, Territorial Cohesion, Natura 2000, SEA, and Biodiversity. The activities of the Working Group "Climate Change and Cohesion Policy" focus on the integration of the climate change policy objectives into the Cohesion Funds programmes, and aims to provide advice and examples of good practise on how to ensure that, in particular, the pillars of mitigation and adaptation form integral part of programme in order to respect objectives of climate change resilience and a "low carbon economy".

The White Paper on Adapting to Climate Change and accompanying Impact Assessment underlined that information on climate change impacts and vulnerability and on the costs and benefits of adaptation measures in Europe remains scarce and fragmented and that more spatially detailed information is needed to develop adequate adaptation strategies. The White Paper calls therefore for a European Climate Change Impacts, Vulnerability and Adaptation Clearinghouse to be established by 2011.The specific objectives of the Clearinghouse would be: 1) To enhance information structuring and sharing and act as a facilitator for collecting and disseminating scientific information, data and case studies about climate change impacts, vulnerability and adaptation plans and measures, to build a consistent and updated knowledge base. 2) To assist an effective uptake of this knowledge by EU, national, regional, local or sectoral decision makers, by offering guidance, tools, best practices for assessments of vulnerability to climate change at different geographical levels and of adaptation plans and measures. 3) To promote a greater level of coordination among the relevant sectoral policies and among different institutional levels.

The European Climate Change Programme is the Commission’s main instrument to discuss and prepare the further development of the EU’s climate policy. The ECCP entered its second phase with a stakeholder conference on 24 October 2005. ECCP II, as the first ECCP, is a stakeholder driven programme, involving Member States, industry, NGOs and academia. As such, this CIRCA website has been created to allow all stakeholders to become involved in the work programme. There will be 5 Work Groups in ECCP II, namely: ECCP I Review, CO2 capture and geological storage, Impacts and Adaptation, Aviation and CO2 and Cars. Stakeholders can post relevant materials (studies, position papers etc.) on this site by e-mailing them to Env-eccpii-registration@cec.eu.int.

This website provides selected examples on sustainable production and consumption policies and initiatives in a number of EU Member States. It is not a comprehensive list of all existing policies and initiatives from the contributing Member States. The website is work in progress. It was launched at The European Stakeholder Meeting on Sustainable Consumption and Production in Ostend 24-26 November 2004. The Ostend Meeting brought for the first time after Johannesburg various European stakeholders to work together on the issues of sustainable consumption and production and elaborate together the European contribution to the Marrakech Process and Johannesburg follow-up. Background information: At the World Summit on Sustainable Development in Johannesburg it was agreed to "Encourage and promote the development of a 10-year framework of programmes in support of regional and national initiatives to accelerate the shift towards sustainable consumption and production...with the developed countries taking the lead".

The “Expanding the Evidence Base for the Design of Policy Influencing Consumer Choice for Products and Services with Environmental Impacts” (Influencing Consumer Choice) project aims to stimulate future research and investigation of consumer response to policy in order to inform future policy development. The project aims to identify and communicate to a wide audience the information needed by policy makers to develop more efficient consumer demand policy. This will be done by building upon the existing evidence base to collect more detailed existing information on aspects of consumer motivations and behaviours and highlight the further research work needed. This project was launched and funded by the Directorate General for the Environment of the European Commission. Project partners include BIO Intelligence Service, the Policy Studies Institute (PSI), and Ecologic.

To support the implementation of co-financing opportunities for Natura 2000 the Commission elaborated a guidance handbook on how to use Community funds for Natura 2000 in the period 2007-2013. Workshops have been conducted in all Member States to further explain how to use Community funds on basis of the guidance handbook. It is now foreseen to link the use of the guidance handbook on financing Natura 2000 with the elaboration of management plans. An IT tool will be elaborated and for 3 Natura 2000 sites the use of the IT tool will be demonstrated. Documents like minutes of meetings, the guidance handbook, reports on conducted workshops etc. will be provided in the library.

Green infrastructure serves the following purposes: (a) to strengthen, and where possible, to restore the good functioning of ecosystems; (b) to contribute to biodiversity conservation by increasing spatial and functional connectivity between natural areas and improving landscape permeability and mitigating fragmentation (e.g. by ecological corridors, stepping stones, hub and buffer areas); (c) to mitigate and adapt to climate change and thereby to increase resilience and to reduce the vulnerability to natural disaster risks – floods, water scarcity and droughts, coastal erosion, forest fires, mudslides and avalanches – as well as urban heat islands. In order to devise the appropriate instruments to manage the implementation of Green Infrastructure, the European Commission has convened a Working Group that is tasked with contributing to the development of a European Green Infrastructure policy with concrete input. This three years initiative has been launched to consolidate information base on farming/ forestry practices compatible with the needs of wildlife dependent on farmland and forests. Detailed species reports for 1 mammal, 6 birds, 1 reptile, 1 amphibian and 2 insect species summarising their status and conservation requirements as well as beneficial management practice in a farming/forestry context have been developed. The initiative is also aimed at demonstrating potential for using EU Rural Development policy measures through provision of best practice examples.

TREMOVE is a policy assessment model to study the effects of different transport and environment policies on the emissions of the transport sector. The model estimates for policies as there are road pricing, public transport pricing, emission standards, subsidies for cleaner cars etc. the transport demand, modal shifts, vehicle stock renewal and scrappage decisions as well as the emissions of air pollutants and the welfare level. The model covers passenger and freight transport in the EU 15 plus the accession countries and covers the period 1995-2030. The baseline scenario as well as results of policy simulations will be crucial inputs for the Clean Air for Europe (CAFE) programme for air quality and the European Climate Change Programme (ECCP), as well as for other programmes.

This workshop is organised in the framework of the review of the WEEE Directive and as part of a study contract with the United Nations University. The workshop aims at bringing together technical expert stakeholders to exchange views on the contractors key findings so far and on the possible options for improvement, further development and simplification of the Directive. The workshop was organised on a personal invitation basis and was a combination of presentations and working group discussions. The outcome of these discussions will serve the contractor in the drafting of his draft final report; therefore the conclusions of the workshop are made available together with the presentations.

This public site contains the Stakeholder Consultation Document used for the stakeholder consultation on the review of Directive 2002/96/EC on Waste Electrical and Electronic Equipment as well as the non-confidential stakeholder opinions that are submitted before the deadline of 5 June 2008. After that date, the review will move on to the next stage.

This site has been created for the members of the Ad hoc Working Group on Wind Energy and Nature Conservation. The intention of the group is to develop guidance on how best to ensure that wind energy developments are compatible with nature conservation requirements nature legislation applicable in Europe, taking into account at the same time the objectives and requirements of directive 2001/77. Access is currently not foreseen for the general public or non-members. The documents of the guidance will become available upon completion.
